*Unemployment rate estimates for substate areas prior to 1990 are not strictly comparable to the current data series. Factors contributing to the inconsistencies in the older data include: geographic changes in metropolitan area definitions; changes in Census data used in the estimating procedure; and the improvement and streamlining of federally mandated methodology. It should also be noted that substate estimates prior to 1990 have not been adjusted to sum to new state totals. The older estimates are maintained for archival purposes only.
